Is there one specific document that has the API documentation for the V11 upgrade? I didn't see anything but I could be overlooking it.

How can you check what version API you have? What are the different versions and how do you upgrade it?
Your version of the API matches your version of Tessitura. So if you are on v11 of Tessitura you are on v11 of the API.

Is it possible that a file did not copy over correctly for the api ? we are not seeing the same commands in the api tool.

It is possible that upgrading your API was missed when your system was upgraded. I think at this point you should open a help ticket for assistance.
