Is there one specific document that has the API documentation for the V11 upgrade? I didn't see anything but I could be overlooking it.

It is possible that upgrading your API was missed when your system was upgraded. I think at this point you should open a help ticket for assistance.

Is it possible that a file did not copy over correctly for the api ? we are not seeing the same commands in the api tool.
