Redeeming Gift Certificates Online

I have enabled the function in my test system and I enter the gift certificate number it finds the gift certificate and even knows the amount but when I click on Apply the gift certificate.   Nothing happens and it still wants a payment.   Any ideas on why that is happening.  

I have ApplyGCAtCheckout set to true.

    We also had this same issue recently - and it did indeed turn out to be that the Payment Method hadn't been allocated web api permissions - exactly as Short suggested yesterday.

    Have you checked to make sure that the Web User group has full access to the Payment Method in Security?

    I seem to recall one of our partners having this issue as well, but I've been unable to track down the email chain.  If I happen to come across it I'll see if there's any relevant information that I can share.
