We have an upcoming performance that is sold out. Every seat in the house has a hold code on it so that we can control selling turned back tickets to a waiting list. Some seats were donated for resale today and immediately sold online despite the fact that the web user does not have access to this hold code. The T_defaults setting "Best Seat Donated Seats" is set to Yes, but I'm not understanding why this would supercede the hold code that was placed on these seats. Does anyone have any advice for this issue? Is my best bet to change that T_default setting to No?

I already have a hold code over every seat in the house.
I'm pretty sure, the fastest way to stop it from happening again would be to change the setting in t_defaults. Then you could troubleshoot in test without needing to worry in the interim.

I may have found an answer in the Hold Codes documentation.
By default the Donated for Resale status takes precedence over the Held status, so that if a hold code is applied to a Donated for Resale seat, the seat will not appear held. This also means that if a hold seat is sold and then Donated for Resale, it will not appear as held on the seat map. This setting can be changed, if desired, from the TR_SEAT_STATUS table.
I recently had a similar problem and put in a support ticket. Tessitura gave me a quick update to run on my server, which cleared up the issue.
