Does anyone know if the performance ID number is available as a data element in ticket design? Or would this fall under the "user defined" category in the data element dropdown.

That is not available. Custom would be the way to go. You can find a listing of all the available elements in the Ticket Design document.
Just curious, why do you want to print performance ID on tickets?
