Seat Cancellation for Comp Subs?

Comp line items are considered fully paid, and as such will not be cancelled by Seat Cancellation.

Would anyone happen to know if the default behavior for the Seat Cancellation utility is to release Comp Subscription Seats, seeing as they have no payments against them?
