Allowing specific hold codes to be sold through the website

We're in the middle of building next season in Tessitura in my organization. For our open caption performances, for the specific seats used for the open captions, we want to display some kind of messaging in the purchase path on the website to inform customers of this. 

We've come up with the plan to apply a specific Open Caption hold on these specific seats , for these performances. I know from my previous experience as a ticket seller through various other performing arts venues that it is possible to set hold codes to be sellable online.

I've created the hold code. I added the hold code access for the Open Caption hold code to our TNEW user group. But whenever I apply the hold code, whether as a hold cold map via Season Maintenance, or on the seat map for an individual show, the seat(s) are held back from sale on the website. While I am looking to apply to our next season, I am using our open caption performances in the current season to test it.

Am I missing a step on the Tessitura side or am I possibly missing something on the TNEW side of things?
