Is there any way to have a List in List Manager which can be manually updated by multiple users who don't have admin rights?

Gemma is right, but just thinking are their criteria for your list?
If it's a curated manual list like "folks you are inviting to a gala" that's more bespoke, you could set an attribute with a value that is editable by all and use that as criteria to generate an otherwise "No Criteria" or manual list. Everyone could have access to the criteria value in each constituent without needing to edit the list.
