Is there any way to have a List in List Manager which can be manually updated by multiple users who don't have admin rights?

It is not possible for users who do not own the list or do not have System Admin rights to manually update other users lists. Our recommendation is to copy the list and then make the edits needed and use that newly created list.

Gemma is right, but just thinking are their criteria for your list?
If it's a curated manual list like "folks you are inviting to a gala" that's more bespoke, you could set an attribute with a value that is editable by all and use that as criteria to generate an otherwise "No Criteria" or manual list. Everyone could have access to the criteria value in each constituent without needing to edit the list.
