We would like to send out an offer that takes a dollar amount off the total order that would be available with a promo code online. Is this possible in version 12.1.2?

That is almost a perfect text book case for Pricing Rules which is available in the latest release (12.5). Prior to pricing rules, you can get creative with offers/price types and editable prices, but it would require a bit of either manual calculation if you were doing it over the phone and custom coding on your website to make it happen pre-pricing rules.
There's definitely a reason Pricing Rules floated to the top requested item on the Road Map!

Pricing rules don’t take effect until version 12.5. With that said, you could create a price type that is the discount and then set up an offer in season maintenance that is tied to that source/promo code. Then when the patron enters it on the website, it will shift the price to whatever price type is associated to that offer.

Pricing Rules will be great, but they still won’t take a dollar amount off a whole order. They could help you shift the Price Type or create a discount on a Price Type depending on how you set them up. Just something to keep in mind…
