Saving PDF's of reports

I am not sure what exactly is happening but when we save a report as a PDF it appears to save but when you open it there are no pages.  A scheduled report saves to PDF but a manually run report does not.  Any suggestions?

    We aren't on RAMP yet and we are running Windows 7 and having this issue.
