Two different issues, "unable to load client print control" and drop down menu is disabled not allowing for export...
Followed instructions to logon as admin and install Active-X by printing sample report in SSRS...
Drop down menu has become enabled allowing for export, but still receiving message "unable to load client print control"
I believe this has something to do with IE and the service pack version of your report server instance but could be wrong.
Are you completely up to date on the service packs and patches on your report server SQL instance?
This is a known issue caused by a design change in Internet Explorer 7. Fixing the problem requires editing the registry, so do so carefully. These instructions were published in a TechNote released with version 7.0 of Tessitura: 1. Click Start, then Run, then enter “regedit” and click OK; 2. Navigate to the following key: HKEY_LOCAL_MACHINE \SOFTWARE \Microsoft\ Internet Explorer\ Main\ FeatureControl\ FEATURE_USE_WINDOWEDSELECTCONTROL; 3. Right-click in the right pane and click New, and then DWORD Value; 4. Name the new key “tessitura.exe” and hit the enter key; 5. Double-click the new key, and set the Value data field to the number 1, and click OK. 6. Close the registry editor. Restart Tessitura and the dropdown items should be selectable. If you still encounter trouble after this fix, please open a help ticket.
I had failed to mention in the original post that the Registry Edit was the first fix that was tried that failed to resolve both issues.

The registry fix should address the Export Format dropdown issue (unable to select a value). Just an FYI here also that this issue also affects IE 8 and (gasp) IE 6.
Regarding the separate print control issue, running a sample report under admin privileges should allow the ActiveX control to install, which then should work properly for non-admin users. If not, it could be related to this issue:

However, I’ve not seen this affect anyone personally.
I would open a support ticket as Brian suggests if this doesn’t solve the issue.
