Contact Preferences / Canadian Anti-Spam Legislation Question

My apologies to anyone getting multiple instances of this email!  I have posted to several different forums.

Canadian Anti-Spam Legislation is changing next month, and in order to better comply with the legislation, we at Harbourfront Centre in Toronto are considering changing the way we log our contact preferences and restrictions.  I am hoping for advice on a couple of issues:

A)  I am wondering if anyone out there (anywhere in the world) uses mail and email purposes to indicate opt-ins and opt-outs?
Up until now, we've used the contact restrictions fields in the general tab, as well as some attributes, to record contact restrictions, so I am familiar with how these work, but we are currently looking for ways to link opt-ins and opt-outs to specific email addresses, rather than to the constituent in general.

B)  Specific to Canada, I am wondering whether other Canadian organizations are getting the express consent required by the legislation on a per email address basis, or on a per constituent basis?  If it is per email address, how will you be recording this in Tessitura?   We plan to incorporate Wordfly into our system, but still need to figure out how to handle a fair degree of opt-in / opt-out complexity, as we have 4 distinct organizations using Tessitura, all under the Harbourfront Centre umbrella.

Any input would be much appreciated.
