Allow printing of fully-paid sublineitems on a partially paid order

The description for api/TXN/Orders/{orderId}/PrintTicketElements says " In the case of partially-paid orders, only line items or sub line items which have been fully-paid will be eligible for printing." However, after reviewing from Tessitura support we were told that this isn't true and only fully-paid orders can be printed. Adjusting this to allow printing of fully-paid sublineitems on a partially paid order would be ideal.
