So we had pop-up headers in v15. We switched to v16 about a week ago and the pop-up headers are gone. I checked the documentation and it said they should still exist, so I'm not sure why ours don't work. Is there a setting that got missed in our build out? We'd like those back.

Your pop-up headers may need to be updated for v16, but the functionality does still exist (albeit accessed slightly differently based on the screen you're working in).
For configuration, you can review the Flex Header Configuration (TR_FLEX_HEADER) table and specifically reference the Popup Header or Popup Header Default in the HDR NO column to see how these are currently configured. Note that, in v16, you can configure two rows of three elements each, and each element can have a label and a data value. The v16 pop-up header does not support icons.
You are going to be able to reference items in the ELEMENT NO column based on what you have configured in the Flex Header Elements (TR_FLEX_HEADER_ELEMENT) table.
When you're on one of the new web-based screens on v16 (such as the constituent search screen), you can see the header by clicking on the icon next to the constituent name after searching:
When you're looking up a record from Ticket Order or Contribution entry, you can similarly click on the icon next to the constituent name for the pop-up header to display from the Constituent Search modal:
In a "legacy" screen that does not use the new web screen format, you can hover over the Owner ID column (such as in the example below for Order Search from Ticket Order entry; you'll also notice that the Owner ID number will be underlined while you highlight it) and see the old format of the pop-up header:
