CVD with Paymentech and Transcend

I was wondering if there is anyone with a Paymentech/Transcend setup who does CVD verification.

We understand from Paymentech that they do not deny a transaction when an invalid CVD is provided. And conversely, Transcend can’t deny a transaction that was approved by the processor. The only solution offered for this issue was to put transactions on hold at the Transcend level, which however also places a hold on the customer’s card. This also requires someone to periodically release held transactions. We find this process very inefficient. 

Does anyone have a different solution?
