Does anyone know what the API passes through as a minimum available seats threshold number? Is this a customized number located in a table?

Hmm...minimum number? I don't quite follow what you mean - sorry. But check out GetPerformanceDetailEx: in the AllPrice table you'll find <avail_count> for each zone & price type combination. Is that what you are looking for?

Not sure if this is relevent, but relating to TNEW, in the system table 'LTR_TNEW_SITE_CONTROLS', there is a function called 'ShowAlertMinQty' in the BestSeats Section with the description:
Values: Integer; If tickets available in selected zone are less than this amt, limited-quantity alert will be displayed
