I'm wondering if anyone has implemented referral marketing software at their organization or have come up with another solution for offering online discounts to patrons who refer a friend. We have tried "call in only" offers for this type of thing before and it was not successful. And especially now with everyone working remotely, we are looking for options to do this kind of offer online.

We did not. I never found a good option. We did, however, add a "give us your email" pop-up on our website so that we could generate leads that way.
