Based on my searches on the topic, I'm led to believe there isn't a way to adjust ticket limits in TNEW v6 without affecting general sales, however, this could potentially change in v7.
Would someone be able to confirm this, in the event I'm wrong? If so, how would I be able to make the necessary adjustments?

We're on TNEW v6 and use the same method as Gawain suggests - limiting the ticket amount in an Offer. However this ONLY affects the number of tickets being selected against a price type and requires a promo code to be activated. We do this (mainly for comps) but make sure the promo code has text such as "NIDA staff and students are able to claim 1 complimentary ticket, for their own personal use and may purchase extra tickets at the concession price."
If you're trying to limit the number of total tickets for the performance in the order, perhaps you should look at the Validate Cart functionality?
