I understand from reading the documentation that (at least in TNEW) Message only rules appear once per session. I'm discovering that for the shipping page in particular, this is just not sufficient. After all, once we choose a shipping method, the page reloads and the message disappears.
We're working to design a set of Message Only Rules to replace our LTR_TN_Express_Web_Content; Shipping/Donation_Ask. The goal here is to present a specific donation ask based upon performances in the cart. Pricing rules seemed like an obvious way of going about this, but I'm finding its not sufficient because of the limitation of just one fire per session on the website.
Does anyone have a clever method of either customizing Shipping/Donation_Ask? or perhaps dis-including a message only rule from whatever controls its appearance/disappearance?

I don't have a solution for your particular scenario, but I wanted to add that we too could use a persistent message only rule. We have a group of education performances that (when ordered) qualify the school for an additional program application. For one particular group of education performances they actually qualify for two different additional program applications with their registration. We can display both of the messaging rules at the cart but once once is clicked on, the other doesn't return.
We got around this in the meantime by making a new window open if either application was clicked on. That way their original cart was still open in another window if they wanted to go back and add the other application.
