Samples seem sparse; I'm trying to use the REST API to create and save orders.

That capability doesn't exist via the REST API currently (i.e. v12.1.2). I believe the only thing /Txn/Orders is used for is to either price an order or for service interceptor use. At the moment, the SOAP API still needs to be used for web order processing.
My understanding is that we'll see a more completely built-out REST API for the entire order process in Tessitura v14.
