Constituent Management of Email Subscribers

Hello - 

I'm looking for recommendations re best practices for managing email and print mailing list opt ins, in terms of how those constituents are coded in your system. It's clear to me how to track permissions via the Communications Manager, but we need to re-explore what to do when someone (web user, staff meeting new contact, etc) simply says 'opt this address in for materials.'

For mailings of any format, we primarily build extractions/lists by constituencies and order history. That means we have a gap to fill in regard to people interested in us but not yet patrons.

Options that come to mind but then don't pan out are pulling everyone with a valid email address (or mailing) or everyone with purpose X, Y, or Z. The former gets instantly over-complicated because the New 42 has such a diverse range of unaffiliated programs and the latter feels ripe for inconsistencies if that labeling system is primarily used for 'this address for this type of communication.'
