I know that this is probably really easy, but I am trying to define a list that will give me all the the renewals from 08-09 to 09-10. I have tried several combinations of criteria and end up with a combination of both 08-09 OR 09-10. I just need to know who purchased in 08-09 AND in 09-10.

If your list criteria is set up correctly and the data has been updated to your Package History table then try this:
Subscription Season HAS 08-09
Subscription Season HAS 09-10
This will return constituents with both 08-09 and 09-10 subscriptions.

I am finding that this suggestion is yielding the exact same results as it did before (using 'has' instead of 'in'). I am wondering if the original poster was able to find a trick that worked? I have the same issue.

Say you have the following two lists:
X - 2015-16 subscribers/registrants
Y - 2016-17 subscribers/registrants
Then, a list that has the following criteria (you need to have two separate line items) will give you a list of those who have renewed/reregistered in 2016-17:
List has X
List has Y
Where "List" above is a criterion under the "Other" category in List Manager.
If you want to find those who have not reregistered in 2016-17, you need:
List does not have Y
If you can describe list X and Y, say using "Package Detail Package" criterion, then you can create the desired list of renewals in a single step in List Manager using:
Package Detail Package has 2015-16
Package Detail Package has 2016-17 (again, this criterion needs to be entered as a separate line item in List Manager).
