appying a CSI to a whole group en-mass

Good afternoon all. My electronic media manager and development director want to utylize N-SCAN, to send a messag via ushers to all members above a certain level. They know how to get N-SCAN to send the message triggered by a CSI, the question is, is there anyway to create a CSI en mass for all the members are a part of a particular Constituency or have a particular attribute? Has anyone ever done this?
