We currently have a show on sale that is in a facility that we built with extra seats and then just black out as tech holds. If it has been decided that they will be adding a few of these blacked out seats back in so they can be sold, do I need to do anything other than change the hold from *tech hold* to *unassigned*?

As long as the seats have contiguity, seat numbers, price zones, etc. in facility manager, then yeah remove the black out hold and sell as normal. The only differences between a black out hold and a breakable hold is that a blackout cannot be pulled into a ticket order, and it removes the seat from the overall capacity for reporting.
Black outs also can serve another level of control, depending on who can manipulate them in your office based on user groups' security settings.
Assuming the right steps are in place, you should be good!
