Ticket Design for a Header Card

Hello Again Everyone,

One other query I have...

Does anyone know if you can set fields on a header card to move up or down if there isn't information in another field? I have optional address and street address as fields but there is rarely anything in the option field so it leaves a gap between the names and the street address.
