Just to clarify, what's the rationale for populating the perf_no column instead of using the facility column and restarting the scanners daily to pick up that day's performances?
I might have an idea to address the question, but wanted to make sure I understood the situation.

I think this may be an easy question: What to do if I have more performance numbers than will "fit" in the Perf No column in LTR_NSCAN_PROFILES? Usually I can update this table on Mondays for an entire week's worth of performances at a multi-facility venue. But there are weeks where we have more than the approx. 10 perf numbers (separated by commas) which will fit in this column. The simple answer of course is to update the data mid-week with the numbers needed for the remainder of the week, but I don't always remind myself until it is too late. And sometimes we even have too many performances over a 2-day weekend when I'm not working. I'd prefer not to burden the weekend staff with this chore, but it may be my only option. The situation is slightly worse since we have recently crossed the 10,000 performances threshold and perf numbers are now 5 digits!

This is all we do, we just have all the facility numbers and no perf numbers and then our FOH team just reboot the scanner on the evening to pull down the correct performances from the server, it works really well for us and no one has to remember to update performance numbers etc.
I would definitely recommend going down this route if you can.
