The documentation on Performance Setup says Keywords added to a production element apply to all associated production elements in the tiers beneath it.
Keywords that I have added on the production season level are not showing up on my individual performances. I am interpreting the documentation incorrectly?

Yes. The keywords don’t appear on the performances, but if you do a product search based on the keyword you add to the production season the performances will show up in the search results.
