Ticket Scanners using 4G (sim card) connection

I'm setting up 8 ticket scanners that we want to work exclusively on mobile data. As you require a Static External IP address, I'm coming against issues working out how to make this happen. 

Our IT VPN is not an option. 

O2 is unable to provide a SIM with a Static IP

Does anybody have any experiences or alternative suggestions that they can share?

    We had a similar situation - we wanted to do live scanning at a venue with unstable wifi access.  We were fortunate enough to finally get a mobile hotspot/mifi device working, but it was quite a bit of effort to find one that would set a static ip. I believe we finally accomplished that through a Verizon business account, but that's here in the US.  Maybe there are other UK vendors that would offer a static ip mifi device???
