Is it possible to change an on account payment method to be Refund only rather than both income and refund? I've already put money on account, but now want to make sure no more goes into that payment method.

I believe you could set the maximum refund amount allowed per user group for the on-account in question, using the Security application. If you set the max refund amount for this payment method for all user groups to 0, no one could put more onto that on-account.
If I understand your scenario, I believe you'd want to limit the refunds, rather than the income. The refund to on-account is putting more money onto on-account. Income from that on-account in this context would mean constituents are spending their on-account.
