I have created a Subscription order-based fee that I would like to have applied to new orders; however, it is also being applied to existing, unseated orders as well. Is there something I'm missing that will set this fee apply to new orders only?

We set up a different Price Types for New and Renewing Subscriptions. That way we can separate fees and the purchase path on the web as necessary.
