I'm just wondering if anyone might be able to help with a solution to a problem I have.
We would like to be able to add a messaging rule to the seating map screen before any seats are added to the basket, has anyone managed to do this?
I see you can create new pricing rule types in TR_PRICING_RULE_MESSAGE_TYPE but I can't work out what the description would be

The way pricing rules are designed currently, it actually is the act of adding a seat to a cart that triggers pricing rules to be applied.
If you have a custom website, you can create your own message types and design your website to put them in different places, but the messages are still only ever going to be returned after something has been added to the cart. All of the possible places to display messages inside the client or in TNEW should already be defined for you.
