How do you deal with second party resellers? Most people that purchase tickets to resell, purchase online so we don't have a lot of control. But, we had a second party company call to purchase tickets directly through the box office. We operate out of a state where scalping is illegal, they operate out of a state where it is. Do we have any rights to refuse service to them? Does anyone have any experience with that?

Raising ticket prices to market price helps (dynamic pricing, too, actually this is probably closer to the main purpose of DynPrices). Sending Mail tickets close to an event helps (many ticket resellers limit the amount of time allowed for physical tickets to arrive). Holding at will call helps. SMS or credit card tickets (not yet available in Tessitura) can help.
In the music industry there has been a huge push to keep prices low and sell out performances high. The ticket sellers also operate some of the largest secondary markets. The Artists come off smelling like a rose but they continue being able to play the "we sold out last time" long game.
Looking quick it seems like Kentucky law mainly prohibits the offer of sale of such tickets, I wouldn't be surprised if there are ways around this when the reseller is in another state and acts as a broker.
In other states, such as CT, there is a lot of laws starting to go the other way.
