You can do that by adding an offer. Fill in the Price type field and leave the Appeal and Source fields as is. Under limit set the max. Leave the Terms area blank. Hope this helps.

We're trying to limit the number of tickets that can be purchased for a single performance in one transaction. So they can buy 6 tickets for Hamlet on Sept. 1 and 6 for Hamlet on Sept. 2 but not 12 for Hamlet on Sept. 1. Does that make sense? Trying to stay 1/2 step ahead of the scalpers.
Ok then, the way I mentioned above is how I have accomplished that. For me, I add that offer to my Web MOS. I don't generally add that to my walkup or box office (phones) because the box office team manually enforces the limits but I could if necessary. For this, to work you need to go to system table maintenance T_defaults/ENFORCE_SEAT_LIMIT_FOR_ORDERS and populate default value field with "yes". This step may be in place if you are using the limit on codes already. Perhaps, there is a better way and hopefully, the process makes sense although, I would try all of the above in test first.
