Message Only Pricing Rule - Message Remaining if Cart is Emptied

Good morning,

We are in the process of web development for the pricing rules functionality and are finding that the message for the a message only pricing rule is remaining after the item that triggered this is deleted from the cart.  Has anyone else run into this?  Is there a way to ensure the message disappears if the cart item that triggered it is deleted?  (We are a custom website, not TNEW)
