I was not able to get the order export utility to work with the general admission facilities we have; no data comes up when I run the utility. The utility produces the expected data with any other type of facility. Is this by design, or do I have to set certain parameters in a certain way to get the utility to work for me? I did not see any notes in the documentation that the utility would not work with general admission facilities.

Wanted to summarize what I found out. The Order Export Utility does not produce any data, if the Output Mode field is set to Seat Ranges in GA setting. Setting the field to Individual Seats provides the expected output.
That's really interesting that it won't work for you if you have it set to Seat Ranges. My GA report that I currently have is set to report seat ranges and it's working fine.
It is interesting indeed. What output are you getting under Section/Row/Seats?

I am not a ticket office person, but if you have seats assigned, I take it as it is not a true GA setting.
