The way to enforce a limit across orders is to use the Exclusion List constituent criteria. So you would set up a list that finds everyone who has purchased 10 or more tickets for a subscription performance, and then schedule the Generate a List utility to regenerate the contents of the exclusion list on a regular basis (daily, twice a day, etc.).

The result will be that anyone on your exclusion list will be excluded from your subscriber discount rule.
