Buy more Save more

We use flex packages online for this, have a look at http://www.southbankcentre.co.uk/find/festivals-series/international-chamber-music-season-200910

We are hoping that someone has a solution to our promo dilemma.  We want to implement a web sale/promo that allows someone to save more when they buy more.

e.g. Buy on show - save 10%, buy two (different shows) save 15%, buy three save 20% etc.

Any ideas on how to prevent someone from getting a larger discount when only purchasing one show.
