Incorrect Fee Rule Applying

I'm posting to find out if anyone else has run in to this issue:

We have two (2) different Fee Rules set up:

 
$5.00 Fee for Classes which is applied at the Order Level for all Classes and attributed to its own GL
7% Fee for Single Tickets which is applied at the Order Level for all Single Tickets and attributed to its own GL
 
We received an Order that included three (3) Line Items: 
 
- One (1) Class: $190 for which a $5.00 Fee should be applied at the Order Level
- One (1) Single Tickets: $40 for which a 7% Fee should be applied at the Order Level ($2.80)
- One (1) Early Childhood Workshop: $20 for which No Fee should be applied 
 
The result of this Order should have been a Fee Total of $7.80
 
However what happened was the Order instead applied the 7% Fee Rule to the Class instead of the Single Ticket.  So, the Patron was correctly charged the $5 for the Class but was also INCORRECTLY charged a $13.30 Fee (which is 7% of $190) INSTEAD of being charged the correct amount of $2.80.
 
We have checked the Fee Rules and how they apply and there is no overlap - the Class Fee is applying only to Classes and the Single Tickets Fee is applying only to Single Tickets. The only commonality is that this was a Web Order.  

Has anyone else run in to this problem?

    I think you want the 7% Fee to be a percentage on the Performance Seat Level, not the Order Level in order for it to exclude the value of the workshop if it also has something else in the order.
