I am just confirming that when we want to return a couple tickets and the per seat fees, that the only way to do this is to adjust current fee to $0 and the add some type of user define fee to account for those seats that were not returned?

This is correct.
We have standard user-defined fees for just this purpose: Single Adjustment Fee (to adjust single ticket fees) and Sub Adjustment Fee (to adjust subscription fees). This has worked well for us in the past when we encounter the situation you're describing.
