Need patron to select in pairs

Okay, this is my third time trying to post this. Both of the previous messages disappeared. If it happens a third time, I might start to take it personally.

We are working with a local bookstore to put on a speaker series. The bookstore would like to offer either a 1 ticket + 1 book package or a 2 tickets + 1 book package. But they want to keep the option to purchase 2 tickets + 2 books or 3 tickets + 2 books and so forth.

I created a pricing rule which takes care of the discount if they select the 2T/1B package, but I can't figure out the best way to make the patron select 2 tickets in the first place. I tried a message-only rule, but I can't make it consistently appear on the page where the customer selects the ticket price. I know that the no-repeat rule is a factor here, but I can't even consistently make it appear the first time after a cache clear. I can make it appear fairly consistently in the cart, but if the patron did select an odd number of tickets, they have to go back and select the second, which is not a great user experience. 

As a bonus, one of the shows is reserved seating, ideally with SYOS. 

I am interested in hearing what I might be doing wrong in the set up, or any other ideas that might better accomplish our goal.

    Are you on TNEW? We quite often get our system administrator to do some cart validation magic to make the drop down boxes run in multiples of 2 (etc) for best available seating and this is also applied to the SYOS map so if someone tries to add a non-qualifying amount of tickets it will advise them that they need to select another ticket, then take them back to the seat map.

    Someone else might have a more exciting idea but this works well for us.
