Subs Rollover problem

Folks,

We have an issue (we're on v12.5) with rolling over our 2016 fixed seat packages into the 2017 equivalent.  We are using TR_ROLLOVER_PRICE_MAPPING and I believe that the mapping and Rollover Set is set up correctly.

When I use the Rollover utility, I have limited the Rollover set to be restricted to a List containing one constituent.  the constituent has 2 seats in the package.  The source package has 10 performances and the target package has 5.  the report that is generated is particularly unhelpful, displaying no value in the Failed Reason/Seat No area.  The report for this one constituent is 2 pages long and has 120 rows.  The report is attached.

Can anyone help me out by explaining what is happening - or what to check?
