On a previously functioning machine we receive the following SQL logon error:
"Security check Not Done... SQLstate=08001... Connection Open... Connection Invalid"
Different user logons on the same PC return the same error... Advice apprecitated.

That error is a SQL login error. The login for the securecheck user or whatever sql login you use to communicate between Tessitura and the impresario database.
I find that if I drop and recreate that user everything works fine.

The logon in question is functional on a different PC, so it seems the issue is with that machine and not the logon.
Also tried to overlay the INI files which made no difference.

Here are a couple of ideas:
Search the machine for sqloledb.dll. Make sure that this file exists on the workstation. Make sure that the shortcut is pointing to the correct local .ini file and that that local .ini file is pointing to the correct master .ini file. Make sure the user has access to the local .ini file and the T: drive (or whatever drive contains your Tessitura deployment files. If none of these help resolve the problem, please open a help ticket on TASK Online.
