Limit on Email / Address Purposes?

I thought about writing a script that would automatically select them all nightly but that would override any changes where the Box Office specifically opted them out of some ranks & not others. Not familiar with writing an interceptor - would this catch the opt-ins on the intial level of creating an email address? I'm basically looking to change Tessitura's process of initially leaving all the boxed un-checked but only at the time the address is created, not after.
