I have On Account funds in a record that is a duplicate. I'd like to merge the records before booking the gift and want to confirm that the On Account funds, through the merge, will transfer to the Keep record, and be available for booking after the merge?

Yes, that's correct: the On Account monies from the deleted account will be available in the kept account after the merge.
