I have been asked to develop a report which is basically an amended version of the solicitation tracking report, but displays all of the associated actions. Before I start has anybody developed such a report already?

Check out the new version of the Solicitation Tracking report available in v9.0 pre-release 2, which has been rewritten to use only one datawindow and one dataset. Using one dataset allows all of the report's data to be exportable (one of the previous year's enhancement requests). It optionally shows all tasks related to solicitations. You could modify a copy of the stored procedure for your own needs.
Once the v9.0 is in general release, the Tessitura Standard Reports library will contain the new datawindow for this report, which you could also use to create a custom version. Below is a screenshot with my feeble sample data.
