TMS Bounces

We use TMS for our email blasts.   Recently, a patron complained that he wasn't receiving his emails.   When I checked his promotion records, it appears that they were all going through.  

On closer inspection, we discovered a table in TMS that stores bounced emails.   We checked the patron record, it does not show as bounced.   And the patron assures us that we have the correct email.

Apparently, this TMS table is blocking these emails and we'd like to know how to clear it out.  Any ideas?
