I have an interesting situation brought to my attention recently wherein our newest Development employee tried to assign a solicitation task to someone who wasn't showing up in the Assigned To dropdown list.
Weird thing is, the missing people in the list show up for me when I log in using the same User Group that she's in (going on the theory that it was based on login).
I'm sure I'm simply overlooking something obvious, so I'm asking the hive mind. Any ideas?

When it comes to the management rights that allow you to assign tasks, it doesn’t matter which user group you log in as because the management rights are assigned to the user not the user group. So you must have the needed management rights but she does not.
Management rights are granted over user groups, though, so you would have to make her manager of a whole user group. If that isn’t feasible for some reason, you could set up a special Task Assignment user group that exists solely for granting management rights. See the appendix in the Solicitations document for details.
