Is it expected that if a user is inactivated, any batches owned by that user will no longer appear in the batch administrator screen?

For me, inactive users can't be selected in the User Id dropdown, but if you select "All", their batches will appear in the list, and can be opened from there.

Good to know. I guess that kills my theory. Maybe there's something wrong with my "Manager" settings...
