some users not appearing in Tickler "Assigned To" drop down

Under Tools, View Ticklers there are two users who don't appear in the Assigned To drop down list but I can see everyone else in their security group on that list.  The accounts that don't appear are active, they are only in one security group and it is marked as their default group (same settings as the users who are listed).  I've logged in as the manager of that group and as System Administrator, same result.  Tried removing them from the group, saving security changes, then adding them again and saving changes.  That didn't make a difference.  Any suggestions?
